You have to define shady it is very vague. But I do consider myself an expert. I am headed there Sunday evening before I go to Myanmar. The shadiest of all is in Laos but shady can mean drugs, human trafficking etc etc, all those countries have it, some worse than others, but the scam call ceners, pig butchering, chinese mafia, is all over Sihanoukvulle and in Laos.
