I have no use for a gun. You mean you haven’t seen how easy it was for the Texas and Tulsa shooters to buy their guns?
My understanding is that the Buffalo kid, even thou he was in a mental health institution, legally purchased his weapon and the HIPPA laws failed to trigger NY red flag rules for fire arm purchases. He also wasn't from Buffalo, he drove there specifically to kill blacks.
My understanding is that Ramos (Uvalde) legally purchased his weapons shortly after his 18th birthday along with his tactical gear. How a kid working at Wendy's got his hands on $11k to purchase all this stuff is beyond me.
Now, both legally passed the State & Federal criteria for a purchase, and the waiting period as well.
What would you change or how would different laws have prevented the shootings? Longer wait period? More "red flag" laws? Raise the age to purchase?
See, none of the above ideas touch the real issue, the issue has nothing to do with legally obtaining a weapon. The shooters had pre determined they were going to act out in a specific manner to generate victims. If it wasn't a legal gun, it'd be an illegal gun, or a bomb, or a fire, or a stabbing, or a drive into the building, or a rape/ beating, etc
These incidents are mental health in their fundamental cause....and if you want to attach a mental health law to a gun purchase, I'm all for it. Unfortunately, 20 States already have red flag laws, and they are same States represented by Chicago, Buffalo & Parkland, etc
Laws don't change ILLEGAL behavior, only ORDER (jail time) reduces illegal acts.
