Yes, I gambled at the ones that had Vietnamese on the felts, most just had Chinese, no English at all. I was denied entry at some of them in Sihanoukville but most I was able to get into. In Sihanoukville 90% of the felts only in Chinese but at the border towns like Bavet and Poipet the felts are in Chinese and Vietnamese so I can play at those.

Hà Nội Metro. It’s very convenient and easy to take. Costs me $.40 to get to the center of town. Ho Chi Minh City doesn’t have this yet. It opened last year. I ride it daily as well as drive my motorbike. Had to meet up with a local early this morning to pay my debt , not many on the Metro at this time.
