How can this be random?

Even if they GM sucked, how do the same teams, year after year, have the top picks?

In the NHL the best players are scouted and well k own ahead of the draft. Everyone knows who's going first, who's going second, and so on.

So they're not whiffing. They're taking who they're supposed to take, but still the same teams wind up with the top picks.

How does this happen in a 32 team league randomly?
