Overall - yes.

Of course game is over - so what’s the penalty - forfeiture is too extreme. Holding out players next game is just an unfair advantage to the next opponent (similar to a late targeting call getting a free half without an opponents player).

Call it officially a “no contest of record” - you forfeit the W - but don’t get hit with a L or forfeit your spot in a conference playoff as applicable- that will end this shit real quick. Take away conference playoff or bowl appearances and suddenly there is a real consequence.

These guys either played together or at rival high schools so just an excuse to thug out.
