It really depends on how they do the salary cap in Soccer (if at all).
In MLB there is a salary cap but its not really a cap. if an owner busts the salarly cap, they just have to pay a penalty. So for teams like Yankees, Dodgers, and a few others they just consider the penalty as a part of doing business and it doesn't stop them.

Not big enough for those teams.
They just up their ticket prices or TV subscription prices to their games to make up for it.

The worst about the salary cap penalties is the money gets sent to the other teams (those at the bottom of the salary list). So the penalty on the Yankees enables a team like the Pirates to spend only $37M and still make money each year (via the penalty income) while the Yankees spend $200M a year. That's why you have some teams (i.e. the Pirates) always at the bottom of the league. They make money and are not incentivized to be anything more than a farm team for the big teams.

I have always believed that the sharing of that luxury tax money should have come with a "must spend" rule attached forcing these lower spending teams to have to spend X amount of that cash say 85% or something like that. They shouldn't be allowed to pocket so much of this cash while putting such a shit product out on the field. Their fans deserve better
