Holding the on-track events until late at night eases the burden of having to close off major streets in a highly-active city. Another reason for the late start could be to appease third World countries, which are F1's largest fanbase.
Some may remember Liberty Media tried to shakedown the any of the clubs and restaurants on the strip that were going to hold an event for viewing. They wanted something like $1500 per max capacity for each establishment, regardless of how many show. They threatened to block views with structures and bright lights aimed into their windows.
They eventually settled on the flat rate of $50,000 per place.

Unfortunately it's not as good as expected. Tonight might be a different story with the actual race but right now there's not a lot going on unfortunately. Super bowl should be a different story
