Juggs was, and still is, the most accurate reading.
MLB top mph probably up a tick for premier arms, but the bullpen grunts are all the same today as they were in the 80s...it's 90-93 max. Problem today is Noone can throw a slide piece accurately or a change that actually is 7 mph less (the statistical variation required to fool the human eye).
Of note, the only pitch that is impossible to hit is a change up that comes from a same arm angle and same arm velocity that is 12% slower than the previous pitch.
It's crazy- like folding paper in half 8 times (cannot be done). Very few men have been able to throw a change up in that spectrum. I've been lucky to watch 2 of the best ever here in Minny, Viola & Santana.
