This is the issue with using arbitrary numbers to determine maturity issues. Naturally speaking, the prime birthing years for a woman are 14-20, and most non Judeo Christian countries do go along with that. Only western society has moved off the natural theory the last 100 years to swith from agricultural society norms to urban society norms, which are controllable by politics & policing, and more importantly, taxable. In 1900, in America, I'd bet 90% of 1st marriages for women occurred between 14-17. That's not that long ago. We've just delayed maturity, by choice, in US.
