Those countries have strict laws mostly?
Depends what kind of laws. What we think as strict in America doesn’t apply here at all. Just depends. You don’t go to jail for drinking and driving. I tell my friends here that people in America go to jail for domestic abuse and they look at me like I’m crazy. But you can get the death sentence for trafficking a kilo of drugs.

These Countries Have the World’s Biggest Shadow Economies

A new EY Global Shadow Economy Report 2025 reveals which nations have the largest unreported and untaxed business sectors — known as the shadow economy.

China tops the list with a shadow economy worth $3.6 trillion (20.3% of GDP), followed by the United States at $1.4 trillion (5% of GDP), and India, whose informal sector reaches $931 billion — a striking 26.1% of GDP, the highest share in the ranking.

Emerging markets like Brazil ($448B, 20.6%), Indonesia ($326B, 23.8%), and Mexico ($320B, 17.9%) also feature prominently, reflecting widespread informal employment and business activity.

Even advanced economies aren’t immune: Germany, Japan, France, Italy, and the UK all register substantial shadow economies — though smaller as a percentage of GDP.

Managing and formalizing these vast informal sectors remains a major global economic challenge.
