what you read on google about vietmam is not always true or how things are done. Yes, they are illegal but there are vape stores everyone. Everyone vapes. No issues. Prostitution is illegal in Thailand and that is what the country is known for. Doesn't mean anything.

I don't see this in Da Nang. After a long search I was able to find one place that sells premium priced e-cigarettes. And those are only disposables. They explained to me that lots of stores have closed this year.
