In the Catholic Church, deacons are clergy, just like bishops and priests. This is very different than, say, Baptist deacons, who are more like members of the parish finance council.
If the deacon is primarily employed in full time or part-time ministry, either in a parish, deanery, or diocese, or maybe a school or hospital, he is paid by that institution just like any priest or lay minister would be (the exact mechanism may differ in each case).
However, many deacons are professionals with ‘secular’ careers, or they are comfortably retired. In which case they may choose to volunteer their ministry, as their living expenses are already taken care of. That is their choice, though some bishops have prioritized such candidates for financial reasons.
The Church has room for both fully stipended and volunteer clergy. We see both commonly among deacons, but it could be the case among priests as well.
