Texans kick that FG on 4th and one would have probably won it for the Texans. Like that puts you one FG from the lead in the game at that time. You can't leave them points on field. Another thing is you don't go for that 4th and one you have them 3 points then you force Tampa to go for two at the end to tie. As it would have been 22-20 Texans at that point. As a matter of fact that was the only difference of the outcome tbh.
