IMO the refs rarely add as much time to the end as was spent by the players on the ground. I think the players know this and use this in their strategy.
I will say, during the last World Cup, the refs were diligent about adding time for injuries and other delays.

I would love to see FIFA / UEFA add fake injuries to VAR. If you clearly fake an injury to kill time you receive a yellow. Slovakia against Belgium in their 1st game were guilty of faking at least 6 or 7 times.
