We had a Rick's in MPLS that got busted giving freebies to MPLS cops & council members, back when MPLS was great, not the granola lesbian eco twink city it is now, but anyways, they'd do a pallet of water and 10 cases of Odouls a week, no way they're grossing over $2m w no liquor/ beer, so I'm siding with club guy and saying these audit #s are phoney, and they probably are...same Court had Trumps phoney case overturned last month.

It kind of stinks of a money grab for a city that is basically bankrupt.
