exactly - same stupid game has been taking place for a few DECADES with them:

It’s very intentional- they COULD pay promptly and skip the games - but they prefer this tactic.

Even some of the smaller PPH shops I’ve used with low payout limits don’t play this stupid game when it comes time to pay. They pay what their stated limits are and recognize that trust is everything.

Could been a B+ level shop if they didn’t do this every single time - instead they will remain a C level book. You know you will be paid - you just never know WHEN.
