The problem is Ordinals. They will either have to get rid of Taproot or miner's will have to stop processing Ordinals.

Better way to say it is that people are creating NFT's and attaching them to a transaction. It can be attached to a single satoshi. There was an update called Taproot. Taproot allowed this to happen and it's creating a log jam.
