The thing is my deposits there are small also far & between, basically only use them for $100 open team parlays so they would limit me to my withdraws too, and trust me I’m trying to score 6 figures on those $100 bets call it a pipe dream sure, but that’s not gonna work if I do in-fact win. I’ll confirm this bogus rule with the higher ups if I decide to deposit there agsin.

If his "average deposit over the last six months" was $4, then he must have deposited $4 or less at least once.

That's unless the rule is poorly written. I guess it could mean taking the sum of the deposits in each calendar month of the last six months, then averaging those sums:

$25/6 ~= $4.17 which rounds down to $4.
