I didn't know Biden produced diesel.

Maybe, just maybe part of the reason the supplies are dropping are due to refinery outages that typically occur in the fall? Of course having worked in the industry for 20+ years, I probably wouldn't have any idea what I'm talking about.

Then again we probably can't put any blame on Russia's reduction in exports of refined products to Europe due to the war in Ukraine either.
