Yes, it will have an impact on how the strategy is played. You will see more position players pitching in blowouts. You may see starters going a little longer as well. In double headers their won't be many options. There will be more guys coming up and down from the minors because they can't wait for a minor injury to recover from.

The one less pitching change isn't going to save that much time and actually now make the game longer because this is an advantage to the hitters.
