Does it happen more frequently in the less popular leagues?
Good question. Not really sure if there is a difference between leagues ( although some lower leagues still have not implemented VAR systems due to the cost ). The big issue is the time spent reviewing plays. In football , hockey, and most sports outside of soccer, you get a challenge as a coach. If you are correct on your challenge the call is overturned. If you were proven to be wrong , and the referees decision stands , it costs you a timeout ( in hockey a 2 min minor penalty ).
Since the induction of VAR in soccer , more then just goals are reviewed. They actually go over the entire play and deem if there was any offside or foul " in the build up ". Thats a very loosely termed phrase that doesnt clarify what exactly is being reviewed. With all these reviews , and the usual injury delays , the 2 to 3 minutes of " added time " can be as much as 10+ minutes now. Im not a fan of all this VAR B.S. as it just takes away from the flow of the game.

It doesn't make sense.

It gets frustrating sometimes.

I do remember during the World Cup there seemed to be better tracking of exact stoppages. They must have had someone specifically monitoring this to try and keep the exact playing time to 90 minutes.

Not only that, I’ve seen times where the officials even let the game go on several minutes AFTER & OVER the added time with no explanation at all (no additional injuries or time delays)

For example if 6 minutes are added, it going well over the time to say 9-10 and with teams attacking it’s like the officials are thinking “ok going to give you this one last opportunity to score”

Exactly...

I know they will "extend" the time if a team is moving the ball through the attacking third and let that "playout" but it does seem strange they don't adhere more closely to exactly 90 min games like in football and basketball.

Here’s a perfect example what we are talking about

I have the team leading 2-1 (they were up 2-0)

Look at the current time

Wager , This was the 2nd leg ( it was 2 - 0 Braunschweig in the 1st leg ). After 90 minutes + injury time , it was 2 - 0 for Saarbrucken. That means that both games combined was 2 - 2. That means its Overtime for the playoff ( 2 halves of 15 minutes ). The Braunschweig team scored 2 goals in the playoff overtime.
