It was pitiful as Lewis laid there to get choke out rather than being KO. So it was submission. TKO would be like when a fighter “ground and pound” the other guy who’s not responding by the multiple punches. So it would be a TKO rather than having the guy to be completely knocked into unconsciousness.

In UFC submission = TKO. In other MMA events it is not.

So was this considered a TKO or just a submission?

The official ruling is he won by submission because Lewis tapped out to avoid getting knocked out. It's not considered a TKO because Spivac didn't cause the ref to stop the fight with his striking since he locked in a submission and Lewis tapped out.
