Post war America was hooked on heroin & NYC was the drug capitol of the world.

The expanded efforts internationally in that war haulted the influx of 'banana republics' & dictatorships in Latin America. I believe there are only 3 Communist nations left in Latin America now, and 1 preceeded Nixon, and one came 20 years after he passed away (Cuba/ Venezuela)...the other being Haiti.
Domestically, NYC was a success, the Times Square transformation, Brooklyn & Harlem resurrection are proof positive.
San Fran became the most desirable place to live in the late 70s-90s after being a shithole in the 60s.
But...
Chicago was a failure, Miami became the cocaine center of America and of course pot use expanded so much that just 1 generation later its now recreational & legal.
So, I'd say for a Federal program it's about as good as it gets in terms of international interests...but Domestically that money should have been allocated to the States as drug regulation should be as well.
