Which countries host offshore gaming sites that accept Visa and Mastercard?

I was reading that Costa Rica does not allow its offshore betting sites to accept Visa or Mastercard. Do any other countries such as Curacao or Panama accept Visa or Mastercard on their sites? Are there any sites in Costa Rica that do accept Visa or Mastercard? Please let me know, thank you.
