Just because someone is losing doesn't mean they have an addiction.
He/she could merely be a terrible bettor or on a horrific losing streak.
Impossible to differentiate if you don't know the person closely.
It's very easy to differentiate when you are the bookmaker.
And bookmakers can't be trusted to not take advantage.
They spoil people with gifts and VIP rep attention and sometimes ridic bonuses that no business who wasn't 100% certain they know their mark will lose it would give out.
If a whale looks like they have stopped betting, books would just give them thousands of $$$ free to bet with to keep them rolling.
This is why in most mainstream jurisdictions the onus has been put onto the bookmakers to stop people betting more than they can afford.
Now if a person gets caught embezzling and says they gambled it all away, the state can go after the bookmaker to prove they followed responsible gambling guidelines or face fines and potential damages claims. And there has been some humungous fines imposed.
BUT, the failing in the system is that bookmakers are forced to ask for info and make a decision themselves.
There should be a govt or semi-govt agency made responsible for that assessment. Not bookmakers.
