I had my truck stolen by a patient from a mental hospital. He broke out of the place.
It ran out of gas 200 miles away and I had to go get it myself.

They caught the guy and said, "No charges." He's mentally incompetent.

He's smart enough to break out of the institution, steal a truck, and drive 200 miles without an accident but, not smart enough to be charged..... WTF?????

They are now using GPS tracking darts. Once they fire this into the vehicle it sticks and tells the cops where the vehicle is through GPS.

Trying to cut down on chases and the surprise element of still being able to track suspects vehicle. If they can get it on vehicle

They just probably didn't want to deal with it

I just watched the whole video. They cost $20,000 each but this one police force is getting 7 of them.

I'm guessing they are refillable after using. I wonder how much it costs to refurbish it once it's been used.
