Confusing the way it is worded -
"an individual fled the premises after attempting a chip theft in a gaming area."
So did he actually gain access to the chips/have control of them - or did he fail in an attempt? “Attempting” suggest he never had possession/control of the chips - fleeing the premise suggest he was successful and later captured with the loot in his possession.
It’s not “attempted murder” when you kill someone and get caught on the run - you either committed the crime or the execution of the crime failed for whatever reason and it’s “attempted”.
