It sounds like the beer lines to the tap had been chemically cleaned but not flushed out completely. I doubt they served straight up chemicals to the guy. It was probably beer with some residual chemicals in it.

Regardless, the bar is liable and its good this guy got paid.

This probably happens a lot more than you think. Think about the thousands of supply lines for drinks at convenience stores are cleaned "occasionally". Have you ever tasted a bad fountain drink? Its likely residual chems.
