Books use a weighted moving average against your win loss. So if you go on a heater, you should stop at that book and play somewhere else for awhile, so you are less likely to get limited.
This is why some player have a high net loss, but still get limited. Might make sense for the book to do this as, a player can figure out an edge, maybe a rule change to a sports can makes all the lines slightly off.

Maybe books should start moving their lines accordingly on that players action instead of cutting limits?

It shows you who the real bookmakers are and who are the fakers.
