I.E. Anyone coming to the border will now be released into the USA and put on a list for an immigration hearing. Estimated wait time, 6 years.

I wasn't being snooty, just that a policy would be how a State enforces immigration, policies differ; TX might have one policy, NM & AZ might have a different policy, for the same issue- immigration.

An EO is law, it overrides policy into a uniform & enforceable law.
