Andre Johnson deserves it too. Played on some horrible teams and put up consistently great numbers.
He’d have been in years ago if he played on a team that people saw in the playoffs year after year.
I still remember when the Lions selected wr Charles Rodgers with the number two pick right ahead of the Texans and thinking Detroit would love to regret it back then.
I think the first three are easy. Top 3 of their specialization all-time:
*Peppers: amazing talent. Second to Ted Hendricks on all-time Blocked Kicks.
*Gates: truly one of the best pass-catching Tight Ends. Awesome by the goal-line.
*Hester: set the standards on returns. Huge threat to change the game.
*Allen: some might view him as borderline. I think he was that good. Great cover corner, good hands, and ability to turn it around for 6. Tied for 8th on pick-sixes.
...Allen had one of the best pick-6 videos ever. Randall Cunningham got knocked out of the game, came back to the field on crutches. Allen picked it, returned it 96 yards and handed the ball to Randall (who was now standing under the goal-post).

I have one bias on the WR from the modern era. Passing stats took off so much from the start of the Super Bowl era.
*The JAX receivers (Smith/McCardell) rank much higher than people realize.
*Same thing for the more recent receivers.
...It's like you have to grade WRs on a curve.
The player that the HOF process has totally whiffed on = Ken Anderson (Bengals QB):

...Has to do with how early he played in the Super Bowl era.
...Rules had yet to change on Def Holding and Off Holding. TD/INT ratio was much lower.
...And he had to play versus the Steel Curtain 2x per year in that division.
